All manufacturers and importers that have pre-registered a substance by 1 December 2008 are born members of a Substance Information Exchange Forum (SIEF).
Pre-SIEF and SIEF
The pre-SIEF shall ensure agreement on the identity of the substance(s). The SIEF aims to facilitate the exchange of hazard data and agreement on classification and labelling of the substance.
A SIEF member may have the following roles:

Leading: member with a strong market position and available resources to lead and drive registration to completion

Involved: member with intention to register and interest to participate in the dossier creation process

Passive: member with intention to register but with limited resources or interest to actively participate in the discussions

Dormant: member with no intention to register

- Grouping of substances, read-across, QSAR, exposure based waiving
- Application of the weight of evidence approach
- Classification and labelling
- Exposure assessment and exposure scenario generation

- Perform or facilitate test studies
